Blink 182 - Ticketmaster resale

Anyone any idea how people are able to resell tickets on Ticketmaster for so much over face value?
I thought we had a new law that tickets couldn't be sold over FV, or are they all the platinum tickets?

Resale markup is fixed to no more than 10% of the original sale price in the legislation but with dynamic pricing and platinum pricing it is very hard to even keep track of what the original price was. The legislation basically allows a primary seller (Ticketmaster) to charge what they like on the original ticket.
